河南油田采油一厂江河油矿采油11队班组员工牢固树立“经营一元钱，节约一分钱”的成本管理理念，将全员成本目标管理层层渗透到生产经营全过程，鼓励每名班组员工“大鱼小鱼”一起抓，促进成本管理由“粗放型”向“精益型”的转变，使班组员工成本意识明显增强，实现全员成本控制目标。
精心编织“渔网”构建目标责任体系
为了能够把成本管理指标细化到具体单井、单台设备和人头上，首先，在编织“渔网”之前，该队让班组员工先念好“大鱼小鱼一起抓成本管理经”，主要学习《大账算精，小账算细》、《“零成本”维护推进创新创效》等文章，开展“案例学习、观摩先进、全员成本知识竞赛”等活动，全面灌输全员成本目标管理理念，并自觉融入日常生产经营中。其次，该队与各班站签订成本目标责任书，细化岗位职责，让队干部、班站长、岗位员工凝心聚力，精心编织成本节点控制“渔网”，形成“每项成本指标都能落实到人头、每项成本指标都有人来控制、每项成本指标都能考核到个人”的局面。
精细措施“捕鱼”构建过程控制体系
