体育总局发通知规范广场舞活动

Adding to the administration's first guideline issued in 2015, the new measure urges regional government agencies to better plan and supervise the use of public exercise venues - parks and open spaces in urban areas - for square dancing and other forms of exercise, along with other leisure activities.
在2015年发布的首个规范基础上，此次体育总局发布的新规要求，地方政府机构对城市公园和空地等广场舞及其他健身、休闲活动场地使用更好地规划和监管。
广场舞（square dancing）是我国广大中老年女性喜爱的一项健身休闲活动（fitness and leisure activity），有数据显示，目前全国大约有1.2亿人定期参与广场舞活动。
《通知》指出，目前我国广场舞健身活动依然存在场地不足（lack of venues）、噪音扰民（loud and disturbing noises）、管理服务不到位（inadequate management）等突出问题，个别地方甚至发生了健身群众抢占活动场地的冲突，成为社会舆论关注的焦点。
《通知》明确，通过扩大增量（planning new venues）和盘活存量（making full use of existing venues），科学规划、统筹建设广场舞健身活动场地，多措并举增加广场舞健身活动场地供给。
《通知》强调，积极引导场地管理单位制定广场舞健身活动管理规范，不得在烈士陵园等庄严场所开展广场舞健身活动（square dancing is not allowed at venues intended for solemn activities），不得通过广场舞健身活动非法敛财、传播封建迷信思想（raking in money by illegal means and spreading feudal superstition），不得因广场舞健身活动产生噪音影响周边学生上课和居民正常生活（disturbing daily life of students and residents living nearby），不得因参加广场舞健身活动破坏自然生态、环境卫生和公共场地设施（damage natural environment, environmental sanitation and public facilities），扰乱社会治安、公共交通等公共秩序（disturbing social order and public transportation）。
2015年3月，为了规范和推广广场舞，国家体育总局和文化部于3月23日推出了12套由由专业舞蹈演员（professional dancers）和健身教练（fitness trainers）精心编排的舞蹈动作（choreographed practices）。
2017年3月1日，《北京市全民健身条例》正式开始施行。条例提倡文明开展个人、集体健身活动并指出，不得扰乱公共秩序（disturbing public order）、宣扬迷信（advocating superstition）、影响他人正常工作、学习和生活（affecting other people's work, studies or life），情节严重者将构成违反治安管理行为，由公安机关依法给予治安管理行政处罚。
