对外贸易高质量发展 high-quality development of foreign trade

近日，国务院批复同意实施《“十四五”对外贸易高质量发展规划》。规划提出，加快培育参与国际经济合作和竞争新优势，开创开放合作、包容普惠、共享共赢的国际贸易新局面，推动国内国际双循环互促共进，为开启全面建设社会主义现代化国家新征程和推动构建人类命运共同体作出新贡献。
The State Council has approved a plan to promote high-quality development of foreign trade during the 14th Five-Year Plan period (2021-2025). To make China a modern socialist country and build a community with a shared future for mankind, the plan calls for cultivating new advantages in global economic cooperation and competition, and creating a new prospect for international trade featuring openness, cooperation, inclusiveness, benefits for all, sharing and win-win outcomes, and facilitating dual circulation.

【知识点】
对外贸易是我国开放型经济的重要组成部分和国民经济发展的重要推动力量，是畅通国内国际双循环的关键枢纽。“十四五”时期，我国进入全面建设社会主义现代化国家的新发展阶段，世界百年未有之大变局加速演进，外贸发展面临的机遇和挑战都有新变化。
《“十四五”对外贸易高质量发展规划》明确“十四五”时期将努力实现贸易综合实力进一步增强、协调创新水平进一步提高、畅通循环能力进一步提升、贸易开放合作进一步深化、贸易安全体系进一步完善等目标，并提出到2035年，外贸高质量发展跃上新台阶。
规划明确了十项重点任务，包括优化货物贸易结构、创新发展服务贸易、加快发展贸易新业态、提升贸易数字化水平、构建绿色贸易体系、推进内外贸一体化、保障外贸产业链供应链畅通运转、深化“一带一路”贸易畅通合作、强化风险防控体系和营造良好发展环境等。

中国将继续通过进博会等开放平台，支持各国企业拓展中国商机。中国将挖掘外贸增长潜力，为推动国际贸易增长、世界经济发展作出积极贡献。中国将推动跨境电商等新业态新模式加快发展，培育外贸新动能。
Through the China International Import Expo and other platforms of opening up, we will continue to support companies from around the world in exploring business opportunities in China. We will tap into the growth potential of foreign trade with a view to boosting growth in international trade and the world economy. China will encourage cross-border e-commerce and other new business forms and models to grow even quicker to foster new drivers of foreign trade.
