　　国家发展改革委副主任徐宪平8日在北京表示，中国已出台《全国主体功能区规划》，明确了未来国土空间开发的主要目标和战略格局。

　　China will issue a national territory development plan, the first of its kind since the founding of the People's Republic of China, said a government official on Wednesday。
　　有关政府部门官员本周三表示，我国将出台全国性的国土空间开发规划，这是建国以来第一个国土开发规划。
　　文中的territory development plan就是指“国土空间开发规划”。按照该规划，我国国土将被分为development zones to be optimized(优化开发)、key development zones(重点开发)， limited development zones(限制开发)和prohibited development zones(禁止开发)四类区域。
　　Territory一般指“领土、国土”，比如disputed territory(有争议的领土)；也可以指某类地区，比如neutral ground/territory(中立地区，第三方地区)。习语come/go with the territory 意思是“成为必然结果”，是一种不太正式的说法，比如：She is a celebrity, and so a certain amount of media intrusion goes with the territory。(她是个明星，因此必然会受到媒体的骚扰。)
